159.02 EXPENDITURES.

(a) No liability shall be incurred or expenditure made unless the money required therefor is in the Treasury to the credit of the Park Fund and not appropriated for any other purpose.

(b) The expenditure of all monies received for the enjoyment of all property mentioned in Section 159.08 shall be governed by the procedure set forth in Section 159.09.

(c) The Superintendent of the Park and Recreation Department or his designee, with the advice of the Board of Park Commissioners, shall prepare the annual budget of the Park and Recreation Department to be submitted to the Chief Executive Officer of the City.
