SECTION 4.05. EMERGENCY ORDINANCES.
Each ordinance providing for the appropriation of money, for an annual tax levy on real or personal property, and improvements petitioned for by the owners of a majority of the front footage of the property benefited and to be specially assessed therefor and any ordinance which Council by a separate vote of not less than six (6) of its members, declaring that such an emergency exists and giving the reasons therefor in a separate section of the ordinance, determines is an emergency measure necessary for the immediate preservation of the public peace, health, safety or welfare, shall take effect immediately upon its adoption, unless a later time be specified therein, and shall be published as other ordinances.
No ordinance granting a franchise, relating to any changes in the boundaries or the zoning ordinances of the City, providing for the surrender of joint exercise of any of its powers, fixing the rate to be charged for or contracting for the supply to the Municipality or its inhabitants of the product or service of any utility, whether Municipally owned or not, providing for the sale to a private owner of any publicly owned utility plant or facilities, or authorizing an income tax or increasing the rate of an existing income tax, shall be passed as an emergency ordinance.
