SECTION 3.09. PRESIDENT PRO TEMPORE.

   At its organization meeting Council shall elect from its membership a President Pro Tempore who shall preside at meetings of Council in the absence of the President of Council, but who shall not thereby be deprived of the right to vote on any matter coming before Council.

   The President Pro Tempore shall serve until the next organization meeting unless he/she shall resign or cease to be member of Council or be removed by a vote of not less than five (5) members of Council.

   Any vacancy in the office of President Pro Tempore shall be filled for the remainder of the unexpired term by election in the same manner as the original election.

   At its organization meeting Council shall elect from its membership an alternate President Pro Tempore who shall assume and perform the procedural duties of the President of Council and the President Pro Tempore of Council in the event of an emergency causing the absence of both said officers, but who shall not thereby be deprived of the right to vote on any matter coming before Council.

   The alternate President Pro Tempore shall serve until the next organization meeting unless he/she shall resign or cease to be member of Council or be removed by a vote of not less than five (5) members of Council.

   Any vacancy in the office of alternate President Pro Tempore shall be filled for the remainder of the unexpired term by election in the same manner as the original election.
