SECTION 3.08. PRESIDENT OF COUNCIL.

   At its organization meeting Council shall elect by an affirmative vote of five (5) members a President of Council from among those Councilmen who were elected at large.

   If at the organizational meeting Council does not elect a President the Chief Executive Officer shall appoint a Council President from among the Council at large members.

   The President of Council shall preside at all regular and special meetings of Council, but shall have no vote therein except in case of a tie. The president of Council shall appoint or remove members of Council to the various committees of Council, as established by its rules. The President of Council shall be a voting member of the Board of Control.

   The President of Council shall serve until the next organization meeting unless he/she shall resign, or cease to be a member of Council or be removed by a vote of not less than five (5) members of Council.

   Upon his/her resignation or removal from the office of the President of Council as provided in this section, the President of Council shall revert to his/her previous position as a member of Council and shall not be eligible to serve as President of Council again during his/her term of office.

   Any vacancy in the office of President of Council shall be filled for the remainder of the unexpired term by election in the same manner as the original election.
