SECTION 3.02. QUALIFICATIONS AND ELIGIBILITY.

   Any person who has resided for at least one (1) year in the City, or in territory annexed thereto, prior to the date of the filing of his/her declaration of candidacy, and who on such date possesses all of the qualifications and has met all of the conditions provided by law to entitle him/her to vote, shall be qualified for election as a member of Council at large. Any candidate for the office of member of Council representing a ward shall possess the same qualifications and shall, in addition, have been a resident for at least sixty (60) days prior to the date of the filing of his/her declaration of candidacy, of the ward which he/she seeks to represent.
