SECTION 2.03. POWERS AND DUTIES.
   a.   Executive Powers
   The Mayor shall be the Chief Executive Officer of the City. He/she shall:
      1.   Supervise the administration of all affairs of this City;
      2.   Exercise control over all departments and divisions;
      3.   Be the Chief conservator of the peace within the City, and shall cause all laws and ordinances to be enforced therein;
      4.   Prepare and submit the annual budget and capital program to Council;
      5.   Submit to Council and make available to the public a complete report on the finances and administrative activities of the City as of the end of each fiscal year;
      6.   Make such other reports as Council may require concerning the operations of City departments, offices and agencies subject to his/her direction and supervision;
      7.   Keep Council fully advised as to the financial condition and future needs of the City, and make such recommendations to Council concerning the affairs of the City as he/shedeems desirable;
      8.   Execute on behalf of the City all contracts, conveyances, evidence of indebtedness and all other instruments to which the City is a party;
      9.   Have custody of the seal of the City and may affix it to all of the aforesaid documents, but the absence of the seal shall not affect the validity of any of the same.
      10.   Perform such other duties as are specified in this Charter or by enactments of Council pursuant thereto; and,
      11.   Be a member of the Board of Control.
      12.   Prepare, maintain and update a long term capital improvement program and annually submit the same for review by Council.
 
   Subject to the provisions of this Charter and the provisions of general law relating to Civil Service in municipalities, the Mayor shall have the power to appoint, promote, discipline, transfer, reduce or remove any non-elected officer or employee of this City.
 
   b.   Legislative and Veto Powers
   The Mayor shall attend Council meetings, with the right to recommend and introduce legislation and to take part in the discussion of all matters coming before Council, but shall have no vote therein.
   Every ordinance or resolution of Council shall, before it goes into effect, be signed by the President of Council, attested by the Clerk of Council and, except for ordinances proposed by initiative petition, be presented to the Mayor promptly for his/her approval. If the Mayor approves the same, he/she shall sign and return it to the Clerk of Council within ten (10) days after its adoption by Council. If he/she does not approve it, he/she shall return it to Council within said ten (10) days with his/her written objections, which objections will be entered in full on the journal of Council by the Clerk of Council. The Mayor may approve or disapprove the whole or any item or an ordinance or resolution appropriating money, but otherwise his/her approval or disapproval shall be addressed to the entire ordinance or resolution. If he/she does not return an ordinance or resolution within said ten (10) day period, it shall take effect in the same manner as if he/she had signed it. When the Mayor has disapproved an ordinance or resolution or a part or item thereof as herein provided, Council may, not later than its next regular meeting, proceed to reconsider it and if upon reconsideration the ordinance or resolution or part or item thereof be approved by the affirmative vote of five (5) members of Council it shall then take effect as if it had received the approval of the Mayor.
 
   c.   Judicial Powers
   The Mayor shall have all the judicial powers now or hereafter granted by general law.
