Council hereby levies an annual license tax at the rate of five dollars ($5.00) per motor vehicle on all motor vehicles the district of registration of which is in the City of Norton, in accordance with Ohio R.C. 4504.172, to plan and execute major capital projects to construct, improve, maintain and repair public roads, highways and streets within the City, as determined by Council.
