In interpreting and applying the provisions of this Zoning Code, the following regulations shall govern:
(a) Minimum Requirements. The provisions of this Zoning Code shall be regarded as the minimum requirements for the protection of the public health, safety, comfort, morals, convenience, prosperity and welfare. This Zoning Code shall therefore be regarded as remedial and shall be liberally construed so as to further its underlying purposes.
(b) Conflicting or Overlapping Regulations. When both a provision of this Zoning Code and any other provision of this Zoning Code, or any provision in any other law, ordinance, resolution, rule or regulation of any kind, contain any restrictions covering any of the same subject matter, whichever restrictions are more restrictive or impose higher standards or requirements shall govern. All uses and all area, height and yard provisions permitted under the terms of this Zoning Code shall be in conformity with all other provisions of law.
