A zoning certificate or City permit shall be denied to any person, firm, partnership or corporation intending to perform construction work in the City for:
(a) Failure to file tax returns;
(b) Failure to be current in the obligation to file tax returns;
(c) Failure to pay taxes;
(d) Failure to be current in the obligation to pay taxes; or
(e) For good cause articulated by the Commissioner of Taxation for the City.
