Council, on or before April 15, 1985, and on or before April 15 of each odd year thereafter, shall make a review of all expenditures made from the Northwood Hazardous Waste Landfill Environmental Protection Fund during the preceding two years to determine if the amount of the permit fee for hazardous wastes should be increased, decreased or remain the same, so that sufficient funds are generated to provide for the protection of the local environment in order to protect the public health, safety and welfare of the residents of the City. Such funds shall not exceed the amount necessary to carry out the specific restricted purposes set forth in Section 838.04, but shall be sufficient to cover all costs incurred in the administration of this chapter according to the purposes set forth in Section 838.01.
