8-4-8: SERVICE CHARGE:
A service charge is hereby established to be collected from all single-family units, multiple-family dwellings, and any other residential structures within the corporate boundaries of the village for the collection and disposal of garbage as hereinafter set forth.
   A.   Definitions:
    MULTIPLE-FAMILY UNITS: Includes duplexes or apartment buildings having separately billed water service connections for each dwelling unit.
   OTHER UNITS: Includes any residential structure or structure used as a residence having a separately billed water service.
   SINGLE-FAMILY UNIT: Includes any single-family residence, duplex residence, any trailer or mobile home, any multiple-family apartment dwelling or similar structure having billed water service connections for each dwelling unit. (Ord. 2004-41, 12-8-2004)
   B.   Service Charge Established: Effective January 1, 2008, the following rates or service charges are hereby established as reasonable charges to yield revenues for the village for the cost of collecting and disposing of solid waste and provide an adequate fund for the collection and disposal of garbage, refuse, and other solid wastes:
For the calendar year 2008, all units: Fifteen dollars fifty cents ($15.50) per month. (Ord. 2007-45, 12-12-2007; amd. 2013 Code)
   C.   Payment Of Charge; Delinquencies: The provisions of sections 8-1-12, 8-1-13 and 8-1-14 of this title shall apply to payment of the charge and delinquencies. (2013 Code)
   D.   Exemption From Charge: A residential unit owner may apply for an exemption from the refuse service charge by providing to the village clerk satisfactory evidence (e.g., invoice, rental agreement, etc.), as determined by the village clerk, of use and access to a commercial dumpster. During the period of access and use of the commercial dumpster, the applicant shall be exempted from the refuse service charge. If the village determines that the use and/or access to the commercial dumpster is terminated, then the residential unit shall be billed the charge per the applicable rate in effect at that time for refuse service.
