Any person 18 years of age or older who is a resident of North Royalton or is a resident in a city contiguous to North Royalton in Cuyahoga County, may volunteer to become a member of the CERT if they meet all of the following requirements:
(a) Submit a completed application for CERT membership.
(b) Complete required FEMA training.
(c) Sign an acknowledgment of their volunteer status.
(d) Every CERT applicant shall submit to a background check at the direction of the Director of Public Safety and conducted by the appropriate representative of the Police Department; only upon the successful completion thereof, the volunteer shall be issued a "North Royalton CERT" identification card which he or she may retain during his or her continued active membership and good behavior. The identification card is and remains at all times the property of the City of North Royalton. At such time as a volunteer leaves the organization for any reason or is expelled or has his or her membership terminated, he or she agrees to return the identification card to the Director of Public Safety forthwith.
