(a) Permit Required.
(1) Anyone desiring to purchase water from the hydrant located on the City Hall grounds shall first obtain a permit to do so from the Fire Department.
(2) The permit for the purchase of such water shall be issued for a period of three months from the date of issuance, at a charge as set forth in Chapter 214 of the Administration Code for such period.
(3) Each permittee shall be permitted to obtain such water in an amount not to exceed 500 gallons for such period.
(4) Additional permits may be issued by the Fire Department to any person exceeding the 500-gallon limitation during such three-month period upon payment of an additional fee at a rate as set forth in Chapter 214 of the Administration Code for each additional 500 gallons, or fraction thereof, over the original 500-gallon limitation used during such period of issuance.

(b) Restrictions.
(1) Sale of water for resale at the hydrant located on the City Hall grounds shall be prohibited during such times as determined by the Director of Public Service and Properties when, in his or her opinion, the water pressure within the City is extremely low. This section shall apply even though a valid permit has been issued from the Fire Department in compliance with subsection (a) hereof.

(2) Use of the water hydrant located on the City Hall grounds shall be for residents only. No commercial, agricultural or landscaping use shall be permitted.
