No person, except an authorized agent, employee or officer of the Municipality or of the Division of Water of the City of Cleveland, shall open, close or interfere with any fire hydrant, valve, regulator, gate, curb cock or other appurtenance of a water main, service pipe or other pipe or apparatus, used or intended for the conducting of water. No unauthorized person shall tap, open or make any unauthorized connection with any such water main or pipe.
Nothing in this section shall apply to anything done by or under authority of the Fire Department, or to the taking of water from a hydrant under and according to terms and conditions of a permit issued by the Mayor.
