(a) No storm sewer service connection shall be constructed to connect with the public stormwater drainage system until a permit has been obtained from the Building Commissioner.
(b) No storm or storm sewer permit shall be issued by the Building Commissioner or any other City official or employee for any sewer connection to any real property located outside of the City until such connection and service have been approved and authorized by an ordinance duly adopted by City Council.
