1492.03 CONFLICTS WITH OTHER REGULATIONS AND SEVERABILITY.
   (a)   Where this chapter imposes a greater restriction upon land than is imposed or required by any other provision of law, regulation, contract or deed, the provisions of this chapter shall control.
   (b)   These regulations shall not limit or restrict the application of other provisions of law, regulation, contract, or deed, or the legal remedies available thereunder, except as provided in subsection (a) hereof.
   (c)   If any clause, section, or provision of these regulations is declared invalid or unconstitutional by a court of competent jurisdiction, validity of the remainder shall not be affected thereby.
   (d)   Failure of the City to observe or recognize hazardous or unsightly conditions or to recommend corrective measures shall not relieve the owner from the responsibility for the condition or damage resulting therefrom, and shall not result in the City, its officers, employees or agents being responsible for any condition or damage resulting therefrom.
   (e)   It is not the role of the City to point out each and every part of the rules and how to implement them on the individual sites. It is the owner's responsibility to be proactive in meeting the intent, purpose and requirements of these regulations.
