1482.14 NONISSUANCE OF PERMITS; APPEALS.
   The refusal of the Building Commissioner to issue a permit upon application duly made may be appealed in writing to the Board of Zoning Appeals within ten days after such refusal. After hearing upon such appeal the Board shall make its determination as to whether the proposed swimming pool or alteration thereof complies with this chapter and, if it so determines, the Board is authorized to direct the Building Commissioner to issue the permit.
