The Building Commissioner shall determine the following:
(a) Whether a digester-type garbage disposal unit shall be required in the proposed structure for which an application for a building permit is pending;
(b) The system or type of equipment and apparatus that can be used by an applicant for a building permit for the disposal of garbage in his or her proposed structure;
(c) The manner of installation of the equipment; and
(d) The standards of operating efficiency, the specifications as to size and other similar standards and specifications which relate to the safe and sanitary installation and operation of the equipment.
