(a) All applications for certificates of occupancy must be presented to the Building Commissioner or his or her authorized representative by the owner of the building or premises or his or her agent. Such applications shall contain all the data deemed necessary by the Building Commissioner to indicate that the construction of the Building and the occupancy of the premises conform to all applicable laws, ordinances, rules and regulations of the Municipality.
(b) The Building Commissioner or his or her authorized representative shall issue a certificate of occupancy within five days after all requirements have been satisfied.
