Nothing in this chapter shall be construed to prevent the owner of any dwelling, building, structure, premises, lot or parcel of land within the City from performing any of the work for which registration is hereby required, without his or her obtaining such registration, on such dwelling, building, structure, premises, lot or parcel of land so owned, provided such dwelling, building, structure, premises, lot or parcel of land is for the personal or private use of said owner and the work performed is not for "speculative" (e.g. spec. home, model home, etc.) purposes, and further provided that such owner first obtains a permit to do such work in the manner set forth in this Building Code, and further provided that the work is done in all respects according to such Code or any other applicable code and to the plans and specifications therefor.
