A registrant whose certificate of registration has been suspended or revoked may appeal such order of suspension or revocation to the Board of Zoning Appeals, in writing. The Board shall afford a public hearing upon such appeal, at which hearing the appellant may be represented by counsel. The appellant and the Building Commissioner may summon and examine witnesses and introduce competent testimony pertaining to the reason for suspension or revocation and to the restoration of a certificate of registration. All such appeals shall be filed with the Board within five days after receipt of the notice or order from which an appeal is taken.
