The Director of Community Development may, when in his or her judgment conditions warrant it, dismiss any employee of the Division of Buildings. The Director of Community Development shall recommend that additional personnel be employed when conditions warrant it. A final determination of employment of additional personnel shall be the prerogative of the Mayor, subject to the existing complement and compensation ordinances.
