1060.04 PACKAGING AND BUNDLING; CONTAINERS.
   The City reserves the right to refuse to collect any solid waste that does not meet the following standards, and under no circumstances shall City employees enter basements, garages or other buildings for the removal of solid waste:
   (a)   All solid waste shall be placed near the street curb or street line for convenient pick-up. Residents shall refrain from piling containers within five feet of mail boxes or other obstructions.
   (b)   All rubbish shall be kept in metal or plastic, waterproof containers, equipped with lifting handles and tightly fitting covers, which containers shall not exceed thirty-two (32) gallons capacity nor weigh more than sixty-five (65) pounds when filled. Alternatively, refuse may be contained in closed plastic bags that do not weigh more than thirty-five (35) pounds. Containers shall be maintained in a sanitary and clean condition at all times. To avoid spillage in handling, containers shall not be filled above the brim.
   (c)   Rubbish may be placed in containers weighing not more than sixty-five (65) pounds when filled. Rubbish containers shall be of such size and shape as to be conveniently handled and readily loaded on City trucks and of such a structure as to be able to withstand inclement weather. Paper, cardboard boxes, cardboard drums or other cardboard items shall not be used as containers for rubbish or placed for pick-up during rainy or inclement weather.
   (d)   Newspapers and magazines shall be tied in bundles weighing not more than sixty-five pounds per bundle.
   (e)   Large boxes or crates shall be collapsed and tied into bundles weighing not more than sixty-five (65) pounds and shall be not more than two (2) by four (4) feet in length and width.
   (f)   Lumber and tree and hedge trimmings shall be cut and bundled so that bundles are not longer than four feet or greater than two feet in diameter.
   (g)   Christmas trees shall be placed on the tree lawn and must have all nails, lights, ornaments, and metal stands removed therefrom. Trees must not be in plastic bags.
   (h)   Containers shall not be stacked one on top of the other and shall not be placed up on any curb, street, sidewalk, driveway or private yard or walk area, but shall be arranged in clusters extending not more than five feet parallel to the curb in the tree lawn area and with access aisles extending on both sides of each cluster in the tree lawn area at least five feet parallel to the curb.
