(a) Grass clippings, leaves, and flowers, properly placed in paper yard waste bags or in standard rubbish containers (32 gallon) separated from rubbish, and hedge, shrubbery, and tree trimmings cut to four (4) foot lengths, not more than two (2) feet in diameter, bundled only with cotton cord and weighing not more than sixty-five (65) pounds, shall be collected without charge on regularly scheduled collection days. If collection is desired on other than a regularly scheduled collection day, the application and collection charge provisions for special collections must be complied with.
(b) Hot water tanks, refrigerators, stoves and other household furniture and appliances shall be collected without charge. Such items must be placed on the tree lawn, and if collection is desired on other than the regularly scheduled collection day, an application must first be made to and approved by the Director of Public Service and Properties as to the scheduling thereof.
(c) Earth, rocks, tree stumps, broken concrete, building materials, automobile parts and liquid and industrial wastes shall not be collected.
(d) On those days properly announced and scheduled as special clean-up events, all solid waste, except those items listed in subsection (c) hereof, shall be collected without charge if placed on the tree lawn.
