Except as otherwise provided by Section 1028.10, this permit governs rights between the City and the permittee, and is not intended in any way to confer any rights, duties or obligations upon any third parties. The permittee shall conduct the work to be performed pursuant to this permit as an independent contractor and not as an agent of the City.
