Any person desiring to make an excavation or other opening in any street, public highway or other public place within the Municipality shall make application therefor to the Building Commissioner. Such application shall be filed in the Building Division and shall state the name and address of the person proposing to make such excavation or other opening and the purpose for which the same is to be made.
A drawing or blueprint showing any construction within the street or highway right of way will be provided for review by the Building Commissioner and/or the City Engineer.
