850.04 INVESTIGATION; ACTION BY COUNCIL.
   If the Director of Finance entertains some doubt as to the propriety of issuing a license upon any filed application, he or she may temporarily refuse to issue the same and may cause such investigations to be made as he or she deems necessary. These investigations shall be made within seven days of the filing of such application, and, if the Director is then satisfied that the license should be issued, he or she may issue it. However, if, after such investigations are made, he or she still entertains some doubts as to the propriety of issuing the license, he or she shall present the application to Council at its first regular meeting next following such seven-day period, together with any information in his or her possession causing his or her doubts. The applicant shall have the full opportunity to appear before Council, in person or by counsel, in support of his or her application so pending, and the decision of Council by a majority vote of the members elected thereto shall be final in the matter of issuance or refusal of such license. The Director of Finance shall be guided by the decision of Council in any such case. The refusal of a license in any case shall not constitute a bar to a later application, and any later application made by the same party and/or for the same lands or grounds shall be considered upon its then existing facts and merits entirely removed from any previous rejection. However, upon consideration of any application for any grounds or lands by any person whose license has previously been revoked, in cases where a violation of this chapter or general law is shown, such facts may be taken into consideration in connection with the application.
