The Building Commissioner shall register and issue sticker registration tags to all applicants who:
(a) Complete an application form prescribed by the Building Commissioner for the registration of private snow removal companies and/or persons providing fee-based snow removal services in the City;
(b) Pay an annual registration fee as set forth in Chapter 214 for each vehicle for which sticker registration tags are to be issued;
(c) Demonstrate proof of liability insurance.
