Prior to the adoption, amendment or alteration of any rule or regulation, the Director of Consumer Affairs shall give at least fourteen days' notice of his or her intended action after posting in the five public places established by Council setting forth the date, time and place of a public hearing and the contents of the proposed rules or regulations to be acted upon.
