All public dance halls shall be kept at all times in a clean, healthful and sanitary condition and all stairways and other passages and rooms connected with the dance hall shall be kept open and well lighted. The Chief of Police or a member of the Police Department shall have the power and it shall be his or her duty to inspect the public dance halls and to have access to the same at all times and to cause the place, hall or room where any dance or ball is held or given to be vacated whenever any provision of any ordinance with regard to public dances and public balls is being violated, whenever any indecent act is committed, whenever any disorder of a gross, violent or vulgar character takes place therein, or whenever the presence of intoxicated persons is allowed in such dance hall or on the premises.
