(a) The Building Commissioner is authorized and directed to promulgate such forms, rules and regulations as are necessary for the efficient administration of this chapter.
(b) Appeals from any determination made by the Building Commissioner pursuant to this chapter, or requests for variances from the terms of this chapter, may be taken to the Board of Zoning Appeals in the manner provided in the Zoning Code.
