No person shall possess, keep, maintain, use or exhibit, or permit to be possessed, kept, maintained, used or exhibited, in or upon any premises in his or her possession or under his or her control in any commercial district of the City, an amusement device, without first obtaining a permit therefor or a renewal thereof from the Building Commissioner.
