Law enforcement officers, in addition to any other authority vested in them, are hereby authorized to stop and test any motor vehicle or motorcycle which is operated on a public right of way or public space and which is reasonably suspected of violating any provision of this chapter, and to issue a notice of violation or an abatement order.
