(a) No person, being the owner or occupant of any premises located within the City, shall knowingly allow any person under the age of twenty-one years to remain on such premises while such person under the age of twenty-one years is in the possession of intoxicating liquor or beer or while such person is consuming intoxicating liquor or beer.
(b) Whoever violates this section is guilty of a misdemeanor of the first degree and shall be subject to the penalty provided in Section 698.02.
