432.40 OPERATION ON SCHOOL GROUNDS.
   (a)   No person shall operate any motor vehicle without due regard for the safety and rights of pedestrians, drivers and occupants of all other vehicles, and so as to endanger the life, limb or property of any person while such person is in the lawful use of any public school facilities or grounds in the Municipality.
   (b)   No person shall operate a motor vehicle in and upon school drives, grounds or parking areas at a speed greater than five miles per hour or at a speed greater or less than is reasonable or proper, having due regard to the traffic, surface and width of any driveway or parking area, and of any other conditions then existing; and no person shall drive any motor vehicle in and upon any school drive, grounds or parking place at a greater speed than will permit to bring it to a stop within the assured clear distance ahead.
   (c)   No person shall move a motor vehicle which is stopped, standing or parked on the grounds, parking areas or drives of any public school unless such movement can be made with reasonable safety.
   (d)   Before backing, operators of motor vehicles shall give ample warning, and while backing shall exercise vigilance not to injure any person or property on school grounds, parking areas or drives.
   (e)   No person shall park or drive any motor vehicle any where on the grounds of a public school in the Municipality, without written permission of an official or employee of such school, between the hours of 12:00 midnight and 7:00 a.m.
