(a) No person riding upon any skateboard, roller blades, roller skates, scooter, coaster, sled, toy vehicle or other similar device shall attach the same or themselves to any vehicle upon any roadway or property designed for use by motor vehicles or having public access.
(b) No operator shall knowingly permit any person riding upon any skateboard, roller skates, scooter, coaster, sled, toy vehicle or other similar device to attach the same or themselves to any vehicle while it is moving upon any roadway or property designed for use by motor vehicles or having public access.
