No person riding upon any skateboard, roller blades, roller skates, scooter, coaster, sled, toy vehicle or other similar device shall do any of the following:
(a) Go upon any roadway except while crossing a street on a crosswalk and when crossing such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.
(b) Operate said vehicle on any sidewalk in a manner that is without due regard for the safety and rights of pedestrians in lawful use of said sidewalks, and shall yield the right of way to a pedestrian upon a sidewalk.
(c) Without exercising reasonable and ordinary control over such vehicle.
(d) At a speed greater than is reasonable and prudent under the conditions then existing.
(e) Operate said vehicle upon any sidewalk where signs are posted prohibiting its use.
