Notwithstanding the provisions of this chapter, Council may override any decision of the Director of Public Safety and may assume any of the powers delegated to such Director, by a resolution adopted by a vote of a majority of the members duly elected thereto, with the exception of the authority granted to the Director in Section 406.04(i), which shall remain the exclusive authority of the Director. Upon the adoption of any such resolution, the same may be changed only by an amending or repealing resolution adopted by Council.
