259.05 POSITION DESCRIPTION.
   (a)   General Purpose. Performs a variety of routine and complex administrative, technical and professional work in the preparation and implementation of economic development plans, programs and services.
   (b)   Supervision Received. Works under the general supervision of the Mayor.
   (c)   Supervision Exercised. Supervise Building and Planning Division employees.
   (d)   Essential Duties and Responsibilities.
      (1)   Develops short and long range economic development plans, gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other departments and agencies as needed.
      (2)   Provides technical and professional advice, makes presentations to supervisors, boards, commissions, civic groups and the general public. Provides information on economic development issues, programs, services and plans.
      (3)   Develops and maintains a comprehensive inventory of available buildings and sites in the community for economic development purposes.
      (4)   Prepares and maintains information on utilities, taxes, zoning, transportation, community services, financing tools, etc.; responds to requests for information for economic development purposes; prepares data sheets and other information. Responds to local citizens inquiring about local economic development activities and opportunities.
      (5)   Serves as a liaison between the local government and the Chamber of Commerce, merchants' associations, economic development districts, redevelopment agencies, port authorities and other public, private or nonprofit groups and associations interested in economic development.
      (6)   Coordinates the processing and issuance of tax abatements and incentives or other local economic development financing tools.
      (7)   Prepares a variety of studies, reports and related information for decision making purposes.
      (8)   Conducts technical research studies and prepares statistical reports and recommendations for drafting or revising local legislation and plans, projecting trends, monitoring socioeconomic data, etc.
      (9)   Monitors local, state and federal legislation and regulations relating to economic development and reports findings, trends and recommendations to supervisor.
      (10)   Provides staff support to Planning Commission or other agencies as needed and assigned.
      (11)   Prepares planning reports and supporting data, including recommendations.
      (12)   Prepares graphics, charts, tables, promotional materials, etc. for economic development activities.
      (13)   Serves, when assigned, as a member of an economic development task force composed of private, local, county or state groups.
      (14)   Prepares, writes and administers grant applications related to economic development.
      (15)   Coordinates and manages professional service contracts, as assigned.
      (16)   Recommend policies and develop work programs and schedules for the Building and Planning Divisions.
      (17)   Any other duties assigned by the Mayor.
