259.03 DUTIES AND FUNCTIONS.
   The Director of Community Development, under the direction and general supervision of the Mayor, shall:
   (a)   Enhance business opportunities for local businesses; attract new businesses through consultation; offer specialized programs; coordinate all resources available including federal, state, and county funds, grants and programs; consult with and obtain available funding opportunities provided by private enterprise that may aid in the expansion of economic opportunities.
   (b)   Provide an avenue to resources; offer programs that aid in achieving more suitable living conditions; improve neighborhoods including obtaining funds, grants, and programs offered by the federal, state, and county governments and consult with and obtain available funding opportunities offered by private enterprise.
   (c)   Implement and maintain programs designed to collect and respond to community concerns and enhance citizen/government contact and cooperation.
   (d)   Prepare grant proposals for private, county, state, and federal assistance programs in the area of economic development and housing.
   (e)   Be responsible for the performance of all administrative functions necessary in directing the operation of the Building and Planning Divisions.
