The personnel of the Department of Engineering shall be as follows:
(a) The City Engineer;
(b) The Assistant Engineer;
(c) The Designer-Surveyor;
(d) A rod man and a chain man;
(e) A secretary; and
(f) Such other employees as may be hereafter authorized by Council.
