Pursuant to Article IX of the City Charter, there is hereby established a Department of Engineering in and for the City, which Department shall be headed by a City Engineer, who shall report directly to the Mayor. The City Engineer shall be a registered professional engineer in the State and shall have been a practicing engineer for at least five years. The City Engineer shall be appointed by the Mayor with the concurrence of a majority of the members elected to Council. His or her term of office shall be concurrent with the term of office of the Mayor, or until his or her successor is appointed and qualified.
