Council hereby requires that all letters and written communications addressed to Council ordinances, and resolutions to be placed on Council's agenda for consideration at regular meetings be presented to the Director of Legislative Services not later than 4:30 p.m. on the Wednesday prior to the regular Council meeting.
The Director is hereby directed and authorized to assemble such material to be brought before Council, and notice of the subject matter shall be noted on the Council agenda. The Director shall cause the agenda to be emailed to each Council member no later than 4:30 p.m. on the Friday preceding a regular Council meeting, together with all noted material thereon, except material previously presented to the Council members. The agenda and all legislation noted thereon shall be posted on the Posting Board at City Hall no less than twenty four (24) hours prior to each meeting.
Upon a written request signed by three members of Council, an urgent pertinent written subject matter can be brought before Council for its consideration. This request, together with the subject matter, must be in the office of the Director at least twenty-four hours before the time of the Council meeting. The Director, prior to the Council meeting, shall inform each Council member of such subject matter and its availability to them, for their examination, during such twenty-four hour period.
