212.04 NOTICE OF MEETINGS.
   (a)   Regular Meetings.
      (1)   The Director of Legislative Services shall give a newspaper of general circulation in the City notification of all regularly scheduled meetings of any Municipal public body, setting forth the time and place of such regularly scheduled meetings.
      (2)   The Director of Legislative Services shall cause a notice to be posted in the same place where City ordinances are posted setting forth the time and place of such regularly scheduled meetings.
   (b)   Special Meetings. Except in the event of an emergency requiring immediate official action, no special meeting by any public body shall be held unless the members calling the meeting:
      (1)   Cause a notice, twenty-four hours in advance of the special meeting, to be posted in the same places where City ordinances are posted; and
      (2)   Give at least twenty-four hours advance notice to news media that have requested notification; and
      (3)   Provide at least twelve hour advance notice for special Council meetings called in writing to members of Council via telephone notification, either by speaking directly with the Council member or leaving a message on their home or cellular phone. A copy of the special meeting notice and agenda will be provided via email. Special Council meetings called from the floor of Council require no additional notification to members of Council, however a copy of the special meeting notice and agenda will be provided via email at least twelve hours in advance of the special meeting.

   (c)   Emergency Meetings. No emergency meeting shall be held by any public body unless a reasonable attempt has been made to give immediate notification to the news media that have requested notification of the time, place and purpose of the meeting.
   (d)   Mailed Notices. Any person may, upon written request, upon payment of the annual fee set forth in Chapter 214 to the Finance Director and upon furnishing the appropriate city office with self addressed, stamped envelopes, be sent advance notification of all regular meetings of any public body in the city specifying the time and place of such meetings. Said notice to be made on the same date that regular public notice is provided.

   (e)   Notice by Telephone. Any person, upon written request, who leaves a telephone number with the appropriate city office specifying where he/she may be contacted and who pays a fee as set forth in Chapter 214 to the Finance Director, may be called by telephone by the appropriate city office, giving notice of time, place and purpose of any special or emergency meeting. Said telephone notification to be made on the same date that regular public notice is provided.
