Whenever Council determines to sell or otherwise transfer any real property, personal property or interests in either to another political subdivision or public body, it shall pass an ordinance declaring that such property is no longer needed for Municipal purposes and declaring its intention to make such transfer. Such ordinance shall authorize the Mayor to enter into negotiations with the other political subdivision and shall describe the parcel of land or items of personal property, or interest in either, to be sold or otherwise transferred.
