The sale or transfer of real property, personal property or interests in either, owned by the Municipality, to the Federal government, the State or any county, school district, municipal corporation, township, joint township, hospital district, conservancy district, metropolitan park district, sanitary district, road district, library district or other political subdivision or public body capable of owning real property, personal property or interests in either, shall be made in accordance with the ordinances of Council and the City Charter.
