208.08 NONCOMPLIANCE.

If a contractor fails to comply with the terms or specifications of a contract, or fails to comply with such orders or directions of the City Engineer as are provided for in or pursuant to the contract, the Municipality may withhold any estimates that may be due until the terms, specifications, orders or directions are complied with to the satisfaction of the City Engineer.
