(A) For use in determining the sewer use surcharge to be made against a given property for a given period of time, the Manager shall sample and analyze the sewage discharge from the property into the sanitary sewer system in order to determine the strength of the sewage over the period. Usually samples shall be taken from such sewage discharge on at least 3 composites during operations on the property. The Manager shall annually determine the unit cost (dollars per pound) to the city of removing suspended solids by dividing the city’s annual operation and maintenance (including depreciation) sewage treatment costs allocated to removing suspended solids by the total annual pounds of suspended solids flowing into the city’s treatment facilities, shall annually determine the unit cost to the city of removing biochemical oxygen demand (or chemical oxygen demand) by dividing the city’s annual operation and maintenance (including depreciation) sewage treatment costs allocated to removing biochemical oxygen demand (or chemical oxygen demand) by the total annual pounds of biochemical oxygen demand (or chemical oxygen demand) flowing into the city’s treatment facilities, and shall annually determine the unit cost to the city of removing other substances requiring treatment by dividing the city’s annual operation and maintenance (including depreciation) sewage treatment costs allocated to removing other substances requiring treatment by the total annual pounds of such other substances requiring treatment flowing into the city’s treatment facilities.
(B) It is hereby determined that the unit annual operation and maintenance cost for treatment of biochemical oxygen demand shall be based upon the formula set forth in § 53.058.
(C) The Manager shall review sewer use surcharge unit costs every year, or more often if conditions so warrant, and, based upon the review, shall make recommendations to the City Council for its consideration.
(D) All such sampling and analyzing of the sewer discharge from a given property shall be in accordance with the provisions of §§ 53.041 and 53.042; provided, however, that the Manager may, at his or her discretion, accept the sampling and analyzing results as may be submitted to him or her by the sewer user on the property if the Manager reasonably determines that the results properly reflect the overall nature of the discharge.
(E) Each property for which more than 2 sampling stations are used shall reimburse the city for the city’s sampling and analyzing costs resulting from samples taken from more than 2 such stations.
