Unless the context specifically indicates otherwise, the meaning of terms used in this subchapter shall have the meanings hereinafter designated, and all definitions found in § 53.01 shall have the same meanings in this section.
ADMINISTRATION. Those costs attributable to administration of the wastewater treatment system, including billing and customer service costs.
COMMODITY CHARGE. The amount billed to the user in addition to the minimum charge, which has been determined by formulas to adequately recover the cost of service.
MAY. Permissive.
MINIMUM CHARGE. There will be a minimum charge to each user of the system. The minimum charge will be determined utilizing the formulas in § 53.43(F). This MINIMUM CHARGE may include a minimum usage.
NORMAL DOMESTIC STRENGTH WASTE. Wastewater that is primarily introduced by residential users with a BOD5 concentration not greater than 260 mg/l and a total suspended solids (TSS) concentration not greater than 280 mg/l.
REPLACEMENT. Expenditures for obtaining and installing equipment, accessories, or appurtenances which are necessary during the useful life of the treatment facility to maintain the capacity and performance of the treatment facility for which it was designed and constructed.
SEWER SERVICE CHARGE SYSTEM. The system of charges by which revenue is generated to offset the cost of operation and maintenance plus replacement, administration, and debt service.
SEWER FUND. The depository for the sewer service charge system for all revenues collected from the user charges and rate schedules and in some instances interest collected. The monies in the fund shall be transferred to their respective accounts on a timely basis and used to pay the operating and maintenance costs, equipment replacement costs, and annual debt service retirement payments.
SHALL. Mandatory.
USER CLASSES.
(1) RESIDENTIAL. A principal family residence or habitation classified as a single family, multi-family or apartment dwelling that discharges domestic sanitary wastewater having characteristics of 260 mg/l BOD and 280 mg/l SS into the public wastewater treatment system, works, and facility.
(2) COMMERCIAL. Retail or wholesale business establishments that discharge wastewater into the public wastewater treatment system, works and facility.
(3) INSTITUTIONAL/GOVERNMENTAL. Hospitals, nursing homes, schools, city, county, state or federal buildings or facilities that discharge wastewater into the public wastewater treatment system, works, and facility.
(4) INDUSTRIAL. An industry, as defined in § 53.01, which discharges wastewater into the public wastewater treatment system, works, and facility.
USER RATE SCHEDULE. A published schedule pursuant to a resolution of the City Council which fixes the fees, rates, and terms of utility service.
