(A) All classes of users will be charged on the rates established pursuant to division (D) of this section.
(B) All users shall be charged monthly for sewer services according to the respective monthly water meter readings.
(C) A user minimum charge per month will be established for any user of the sanitary sewer service system.
(D) All rates and charges for municipal utilities, including, but not by way of limitation, rates for service, connection and meter reading fees, disconnection fees, and reconnection fees, including penalties for nonpayment, if any, shall be fixed, determined and amended by the Council and adopted by resolution. Such resolution, containing the effective date thereof, shall be kept on file and open to inspection in the office of the City Clerk and shall be uniformly enforced.
(1) A minimum charge per month for users of the sanitary sewer service shall be established by Council resolution;
(2) A commodity charge for each 1,000 gallons of water used shall be established by Council resolution;
(3) The charge for treatment of extra-strength wastewater for all users, excluding residential, commercial and institutional/governmental users, will be based on extra-strength waste in excess of 260 mg/l for BOD5 at the rate per pound established by Council resolution, and 280 mg/l for TSS at the rate per pound established by Council resolution.
(E) The user rate schedule of charges shall be reviewed annually and distributed to all users at the beginning of each calendar year.
(F) The formulas for the determination of the monthly sewer service charge are:
CSS/NM = CDNT + CAD + (CDET + CUT/NM) (FNM) (VS) + (CDC/NM + CUC/NM) (VS)

CSS/NM = Monthly sewer service charge for sewer users in North Mankato
CDNT = Debt service charge for new equalization basin facility (per connection for billing period)
CAD = User charge for administration, billing and customer service (per connection for billing period)
CDET = Debt service charge for existing treatment facility (flow)
CUT/NM = User charge for administration, operation, maintenance and replacement for treatment for North Mankato (flow)
CDC/NM = Debt service charge for collection system (flow)
CUC/NM = User charge for operation, maintenance and replacement for collection system (flow)
FNM = Ratio of North Mankato measured wastewater flow volume to North Mankato billable water flow
VS = Billable water flow to an individual connection
Treatment – Determination of User Charges for the City of North Mankato
The user charge is levied on users of the treatment works for the user's proportionate share of the cost of operation and maintenance (including replacement) of such treatment works. User charges shall be levied in accordance with the following formula:
CUT/NM($) = (COMRTFlow) (VNM) + (COMRTBOD) (BODNM) + (COMRTTSS) (TSSNM)

Determination of Sewer Service Charges for the City of North Mankato for treatment.
Sewer service charges shall be levied in accordance with the following formula:
CSS/NM($) = CUT/NM + (CDNT) (NC/NM) + CDET/NM
CDET/NM($) = (VNM) (CDETFlow) + (BODNM) (CDETBOD) + (TSSNM) (CDETTSS)
